WASHINGTON, D.C. – Today, Democratic Whip Katherine Clark (MA-5) announced the addition of two new policy staff members: Emily Carwell as Policy Director and Ian Staples as National Security Advisor.

Their expert knowledge, depth of experience, and passion for public service will help House Democrats deliver concrete solutions to the challenges facing everyday Americans,” said Whip Clark. “From gun violence to the high cost of child care, there are practical policy solutions that will build safer communities and help families get by and get ahead. While the MAGA Majority puts politics over people day in and out, we hear the American people’s calls for change – and we’re answering with action.” 

Emily Carwell joins the Democratic Whip’s team as Policy Director. She previously served as Staff Director of the Senate Democratic Policy and Communications Committee (DPCC). Prior to this, Carwell was Deputy Policy Director for Michelle Nunn’s Senate campaign in Georgia. She transitioned onto Capitol Hill in 2015 as a Fellow for Rep. Robin Kelly.

Ian Staples joins the Democratic Whip’s team as National Security Advisor. Most recently, Staples served as Acting Deputy Assistant Secretary of Defense for Senate Affairs. He brings over a decade of experience to Team Clark having worked on the campaign trail, the Biden-Harris Administration, and on Capitol Hill – including time in the offices of former Rep. William Enyart, Rep. Jackie Speier, and Rep. Susan Davis. Staples is also a Civil Affairs Officer in the United States Army Reserve.
