Community Project Funding FY24

Congresswoman Clark has submitted funding requests for important community projects in MA-5 to the House Appropriations Committee. 

Under guidelines issued by the Appropriations Committee, each Representative may request funding for projects in their community for fiscal year 2024 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. Additional information on the reforms governing Community Project Funding.

In compliance with House Rules and Committee requirements, Congresswoman Clark has certified that she, her spouse, and her immediate family have no financial interest in any of the projects she has requested.

FY24 Appropriations Community Project Funding (CPF) Requests

Project Name: Asian American Community Center Project
Amount Requested: $2,000,000
Recipient: Greater Malden Asian American Community Coalition (GMAACC) located at 124 Ferry Street, Malden, MA 02148.

Explanation: The funding would be used to acquire and renovate an existing building to create a single and permanent home for an Asian American Community Center. The purchase of a location will increase access, improve capacity and strengthen the programming that GMAAC is currently providing. The project is an appropriate use of taxpayer funds because the project will address issues of access to the multi-faceted and multi-generational services in the area. The project has a Federal nexus because the funding provided is for purposes authorized by 42 U.S.C. 5305(a)(1) and 5305(a)(2).

Project Name: Bruce Freeman Rail Trail
Amount Requested: $5,250,000
Recipient: City of Framingham located at 150 Concord Street Framingham, MA 01702.

Explanation: The funding would be used by the City of Framingham to complete the trail through Framingham creating a 25-mile route from Lowell to Framingham, non-motorized connection to a regional hub for public transportation in Framingham, including the Massport Logan Express, the Mass Bay Transportation Authority, the MetroWest Regional Transit Authority, including all train and bus transportation to and from Framingham. The project is an appropriate use of taxpayer funds because the project will address issues of access, connectivity, and safety in the area. The project has a Federal nexus because the funding provided is for purposes authorized by 23 USC 133.

Project Name: EB Newton Center Health Department Project
Amount Requested: $125,000
Recipient: Town of Winthrop located at 1 Metcalf Square, Winthrop, MA 02152

Explanation: This project will renovate space in the EB Newton Center Building. This space, once renovated, will allow the community to assist residents and others with health equity and access issues generally and specifically with mental health and substance misuse issues. This project will improve access and capacity for services to the community.

Project Name: Food for Free Equipment Upgrades Project
Amount Requested: $375,000
Recipient: Food for Free located at 11 Inman Street, Cambridge, MA 02139.

Explanation: The funding would be used by Food For Free to invest in the infrastructure across all aspects of their Heat-n-Eats program. The purchase of equipment for the organization will increase its capacity and strengthen the food system in Eastern Massachusetts. The project is an appropriate use of taxpayer funds because the project will address issues of food security in the area. The project has a Federal nexus because the funding provided is for purposes authorized by 42 U.S.C. 5305(a)(1) and 42 U.S.C. 5305(a)(2).

Project Name: Green Infrastructure in the Mystic Project
Amount Requested: $4,000,000
Project Sponsor: Town of Arlington located at 730 Massachusetts Avenue, Arlington, MA 02476

Explanation: The funding would be used by the Town of Arlington to build small-scale, cost-effective installations that distribute the benefits of stormwater management regionally along the Mystic River Watershed, which is the most urbanized watershed in New England. The project is an appropriate use of taxpayer funds because the most cost-effective means of removing stormwater pollutants from urban runoff is through distributed green infrastructure projects.

Project Name: Hegner Community Center Project in

Explanation: The project will renovate an obsolete building to create a facility to be used for a safe, accessible, and technologically advanced space for the community during an emergency. Beyond providing a safe and accessible congregate space for the community, the project will enable effective communication with the public during an emergency situation. This project will improve the health and safety of the community, as well as enhance equity, mobility, and accessibility.

Project Name: Horn Pond Treatment Plant PFAS Removal Project
Amount Requested: $3,800,000
Project Sponsor: City of Woburn located at 10 Common Street, Woburn, MA 01801

Explanation: The funding would be used to add granular activated carbon (GAC) treatment to remove perfluoroalkyl substances (PFAS) in drinking water at the Horn Pond Water Treatment Plant and is essential to comply with current Massachusetts Drinking Water Standards, proposed EPA standards, and provide the public with a safe water supply. It also includes a control system and Cybersecurity upgrades to strengthen the resiliency of critical drinking water infrastructure. The project is an appropriate use of taxpayer funds because its purpose is to provide a safe drinking water supply for the City of Woburn to mitigate contamination from PFAS.

Project Name: Lebanon and Sylvan Street Stormwater Management Project

Project Sponsor: City of Melrose located at 562 Main St., Melrose, MA 02176

Explanation: The funding would be used by the City of Melrose to manage stormwater in vulnerable neighborhoods that run from Melrose into Malden. The project is an appropriate use of taxpayer funds because the project will address safety and health issues that result from storms in the area. The project has a Federal nexus because the funding provided is for purposes authorized by section 203 of the Stafford Act (42 U.S.C. 5133), as amended by Section 1234, National Public Infrastructure Pre-Disaster Hazard Mitigation, of the Disaster Recovery Reform Act (DRRA) of 2018.

Explanation: The funding would be used by the City of Malden to fund the construction of the Malden River Works Project. This project will ensure the operational capabilities of the city’s Department of Public Works, and it will provide an environmental justice community with a new park on a historically inaccessible waterway. The project is an appropriate use of taxpayer funds because the project will improve access for community members and produce health and safety benefits for the City. The project has a Federal nexus because the funding provided is for purposes authorized by 42 U.S.C. 5305(a)(2).

Explanation: The funding would be used by the City of Revere for construction costs for shoreline stabilization and Gibson Park portion of the project. Recipient: SMOC located at 7 Bishop Street, Framingham, MA 01702.

Explanation: The funding would be used by the SMOC Child Care Center to upgrade the HVAC system within their facility. The project is an appropriate use of taxpayer funds because the project benefits the health, safety, and equity of children and staff at the site while also improving the overall environmental efficiency of the building. The project has a Federal nexus because the funding provided is for purposes authorized by 42 U.S.C. 5305(a)(2) and 42 U.S.C. 5305(a)(4).

Explanation: The funding would be used by the Town of Belmont for the construction of the Path. The project is an appropriate use of taxpayer funds because the project will address issues of pedestrian safety in the area. Explanation: The funding would be used by the Town of Sudbury to construct a new building to house the Emergency Operations Center. The project is an appropriate use of taxpayer funds because the project will create a functional and updated site to conduct critical operations during an emergency in the area. The project has a Federal nexus because the funding provided is for purposes authorized by section 614 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5196c), as amended by section 202 of the Implementing Recommendations of the 9/11 Commission Act of 2007 (9/11 Act).
